Composting without a bin

I'm interested in composting/worm bin'ing, but my apt. is far too small to have something like that.  I live in a tiny studio apt. and any smell or problem (like fruit flies), no matter how tiny, affects my whole apt.  So I can't have my own bin, as much as I would like to.  However, I'm wondering if someone has a worm bin or compost heap that I could contribute food waste and paper to.  I know there are local gardens that will take food scraps, but I would like to contribute paper too since I tend to recycle a lot of paper.
