The Colbert Report ROCKS!  Kingston isn't the worst GA Congressmember though, that would be Lynn Westmoreland - watch Steven Colbert make him look ridiculous.

I've never heard of shadow-riding, when did this start and why do people do it?

Isn't it?  I knew the jerk when he was in the State Assembly - he's been a bonehead for years.  My mom lives in his district and even as a conservative Republican, she won't vote for him.  He's an embarrassment.

I believe it's "ghostriding," and people cite its roots to the Los Angeles area, and the most associated song with the activity is E40's "Tell Me When To Go."
